Giving the rain effect to a picture
In this tutorial I will teach you how to add a rain effect to a picture using Adobe Photoshop and ImageReady. I will apply changes to this picture:

Start opening the image and create a new layer (Ctrl+Shift+N). Choose Paint Bucket Tool (G) and fill the new layer with black color. Go to Filter > Noise > Add Noise and make settings as follow:

Then go to Filters > Blur > Motion Blur and set the Angle to 80 degrees and Distance 30 pixels.

Create a new layer and place it over the other layers in the layer palette and fill it with black. Apply the Add Noise Filter but increase the amount to “61″ and then apply the Motion Blur Filter with the same previous settings.
Repeat this step 2 more times but when uou apply the noise filter you must increase “1″ to the amount. Until now you should have 5 layers. Now change the mode of all these new 4 layers to Screen and then change the Fill of all layers to 60 like in the image:

The image looks:

Until now we have the layers needed, but we have to make the animation. Go to File > Edit in ImageReady. Show the animation palette (Window > Animation). In the animation window, select the first frame and on the layer palette make all layers invisible except the basic image layer and one layer.

Create a new frame in the animation window by clicking the “Duplicate current frame” button which is on the bottom of the image marked with a black arrow.

Select the new frame and go to the layer palette and hide the already visible layer and make another one visible. Repeat this process until you have 4 frames each one contains the basic image layer with only one rain layer.
Set the time of the frames to 0.1 second by clicking the little arrow marked in the previous image. Also select the frequency Forever.
Last step is to save the image: select File > Save Optimized As.
What a rainy day at beach …
